saw this over lunchtime

a month ago, i was at this spot, and the walls of the drain were on the verge of falling off. today, you can clearly see one large block of concrete sandwiched into the drain… along with other things of unknown origin and reason.
who is responsible? the government? the local municipality? the people who put the wood planks and filled plastic bags there (maybe they had good intentions)?
anyway, it’s there and maybe nobody cares. or they just care enough to say that people should do something about it.
the only thing i could bring myself to do was to send an email to MPPJ alerting them of the situation.
i don’t actually care that much. but it does make our country look bad.
update: my email to MPPJ bounced. NOW, what?!
